It's not a bug per se, but rather a missing feature...If you have NetMeter close to the right-bottom corner and display resolution changed from high to lower, NetMeter might endup beyond the screen dimentions, the only way to bring the window back is either close NetMeter and manualy edit .ini file or restore previous screen resolution.
Perhaps NetMeter could automaticaly detect if its out of range and move itself or at least have an option to move the window with cursor keys..
