I am connected to the internet with Charter cable via a DHCP server. I downloaded and installed NetMeter for the first time today, and it shows the presence of a continuous low level download (<1 KiB/s). There is no corresponding upload or disk activity. This occurs with no internet programs running, including in the background.

I know from previous monitoring that I am bombarded by a constant stream of ARP packets from the DHCP server, but I would not expect these to be logged. Can someone explain what is going on?

Hi Dave.  I'm on Charter, and have the same problem.  I posted a question today about it, before I found your post.  This might be good, if someone answers me, I'll let you know.

I called my cable company, and was told this is normal.
